From The Elder Scrolls Construction Set Wiki

Returns 1 if the calling actor offers services in his current package.

This command will return 0 if the npc gets into a conversation with another npc or while moving to a destination!

If you set up a travel package (even with the "offer service" flag on) while the NPC is travailing to it's destination it is in a temporary NOT OFFER SERVICE state while they are movining.
